The Sacramento City Council and Sacramento County Board of Supervisors serve in a dual capacity as both the Housing Authority and Redevelopment Agency for the City and County in addition to their normal roles as the City Council and Board of Supervisors respectively. They are, in most cases, the final decision makers on all SHRA items.

The Sacramento Housing and Redevelopment Commission serves as an Advisory Panel on matters related to redevelopment and Housing Authority projects, programs and activities. Members of the Commission are appointed to serve four-year terms. Six members are appointed by the Sacramento County Board of Supervisors and five are appointed by the Sacramento City Council.

The Sacramento Housing and Redevelopment Commission is an 11-member governing board to the Sacramento Housing and Redevelopment Agency. The Commission serves as an advisory panel on matters related to redevelopment and Housing Authority projects, programs and budgets as delegated by the governing boards of the Sacramento County Board of Supervisors, the Sacramento City Council, the County and City Redevelopment Successor Agencies, and the Housing Authority of the City and County of Sacramento. The Commissions meets twice monthly at 6 p.m. at 801 12th Street, Commission Room, 2nd Floor, Sacramento, CA.
Commission members serve four-year terms with a limit of two terms. The Board of Supervisors has six appointees and the City Council has five appointees.
