The Sacramento Housing and Redevelopment Agency has many different types of programs aimed at assisting developers in the construction and preservation of affordable housing. 

SHRA offers gap financing and issuance of tax-exempt bonds for the development or acquisition/rehabilitation of multifamily rental housing projects of 12 or more units in the City of Sacramento and unincorporated areas of the County of Sacramento through the Multifamily Housing Loan Program and Mortgage Revenue Bond Program
 
Gap financing through SHRA is also available through the Investment Property Loan Program for the development, acquisition, rehabilitation or acquisition and rehabilitation of single or multi-family complexes of 11 units or less.
