The Sacramento City Council is the governing entity of the City of Sacramento, a member of the Joint Powers Agency, SHRA. As of February 1, 2012, the Sacramento City Council serves as the Successor Agency to the former Redevelopment Agency of the City of Sacramento and is responsible for winding down the activities of the former RDA.

The City Council also serves as the governing board of the Housing Authority for the City of Sacramento and gives SHRA authority to administer policy, funding, and programs related to housing activities.
